Both of those states have relaxed marijuana laws and permit doctors to prescribe medical marijuana. These passengers got used to not worrying about getting busted in their home states. They forgot that most of the country and the world don't allow possession of even small amounts. If they hadn't been stoned, they probably would have remembered to leave their pot at home.
