To err is human, to forgive is divine. While you may have sympathy for the bullies (and really in this day and age when young people are killing themselves over bullying - there really is no room for sympathy anymore - just action!), I'm quite you're right in that they didn't "intend" for it to end this way. However, they certainly didn't care enough to change their ways either, until it was too late.
They aren't children, not in High School! Punishment should be swift and it should fit the crime. A little community service cleaning up trash or volunteering at an organization isn't going to fix what is wrong with these kids. This isn't a game...bullying is evil! And it goes beyond just a little "picking on someone". How many more kids have to DIE because some evil little snot thinks they are better than someone else?
Where are the parents of these bullies? No doubt they think their children are just sweet and innocent. They are just as accountable as their evil little offspring!
