right, there should have a law that you have to have X amount of land ,couple of acres at least to have such a big animal and then have a license to own it where you register it: weight ,sex,etc; with the county in case it gets lost.

On a serious note,yes having a well trained police force is essential in all three countries:Pakistan,Afganistan and Iraq ,and this should be done by a combined United Nations training task force.
The American troops need to be taken out of Afganistan and Iraq and replaced by UN forces just to train and overllok for a period of 4 years and then leave them...
