This summer, our bank accounts are about as lean as Madonna's upper arms -- and looking fab on 20 dollah a month is hard work. Enter our new BFF: Diana Baros, the founder and editor of The Budget Babe. She scours stores, outlet malls and shopping sites for the best deals out there on the hottest style trends. She is in luh with this cute ruffled top from Forever 21 and our fashion expert Brian was happy to give her some advice on how to wear it.

Brian says: A top like this is the perfect addition to your wardrobe because it's a cinch to wear. Just throw it on with a pair of skinny jeans, a pencil skirt, or some wide-leg trousers and you're ready to go. If you want a look with a little more octane, try layering the top under a fitted blazer and punctuating it with some colorful platform sandals and a thin belt. I'd definitely avoid a necklace -- let those flirty ruffles be the center of attention up top.

A fitted, menswear-inspired blazer like this one by Proenza Schouler is the perfect foil for this feminine top. It will help downplay its girliness (if that's not your thang) to give the overall look some nice contrast.

Slide into a pair of skinny jeans like these by Arden B. They'll help to give this frilly top some funky, downtown edge. Plus, their skin-tight fit will balance the volume of the jacket/top combo.

A pair of colorful sandals will brighten up the look and this pair by Charlotte Russe definitely fits the bill. Plus, I love yellow with blue together

Finally, a thin belt in a contrasting hue -- like this one by Topshop -- will provide another pop of color. You could wear it over the top and under the blazer or cinched over the blazer and top.
