The very large state of Texas, home to a millions-in-surplus crime-victim compensation fund, is asking victims to pay for their own rape kits. (Did they get crap advice from Sarah Palin?) But to really add insult to the situation, women are receiving debt-collection notices on state letterhead in the mail, subtly letting them know that if they don't pay the some $1,800-plus, their credit will be affected.
